Markdown is easier to edit and its aligned with other specs we are working on.

Note, this PR doesn't change wording or form of a spec. Simply change of a format. Other changes would be proposed in a separate PRs

@plehegar do you mind if I'd merge it right away? This is literally just re-aligning files, not text change
