I am in favour of a system to track other documents than Recommendations, too. There are still some notes out that are interesting to translate. I remember RDFa Primer which is just a note but holds valuable information.
the new translation management system will definitely encompass more than W3C Recommendations over time; the short term focus is re-establishing the system for W3C Recommendations (since among other things they have the advantage of not being changed very often), but longer term, we want to bring other W3C translation efforts (I18N, WAI) into the same system.
When the new W3C translations system ships, can I register documents other than W3C Recommendations and Authorized Translations (e.g. W3C Working Group Note)?

Since the W3C translation database had accepted only W3C Recommendation, I have translated mainly technical documents that are going to be W3C Recommendation. I think that there is a possibility that volunteers translate more documents if there are no such document restrictions as before 2012.
