Replace WebIDL section with a link to new PR #475

Fixes #454

Rather than keeping two versions of the WebIDL integration going at once, remove it from this spec and link to the PR.

Once https://github.com/whatwg/webidl/pull/1392 is merged we can remove this section entirely as bikeshed should deal with linking to the respective places in the WebIDL spec.
