Add support for embedded images to IMSC Image Profile #16

This issue is a placeholder for anyone wanting to add more details in relation to w3c/imsc#82 for consideration by TTWG in 2019. If no such details are added, this issue should be closed.

This is not about adding images to IMSC Text profile documents - for that, see #15.
