Pubrules points out, correctly:

Could not find statements nor links about preliminary implementation/interoperability reports.

So that needs to be added.

Now passes pubrules with warnings:

• No security and privacy considerations section found. (there is one)
• The main page should be called Overview.html (instead of index.html). (rename before uploading to /TR)
• Please verify using Link Checker. done, see https://github.com/w3c/ttml1/pull/367#issuecomment-420644657 for results
• HTML and CSS validations for compound documents were skipped. Meh
