Allow extension modules to extend element vocabulary group. #1160

An extension module should be able to extend the element vocabulary groups defined by Table 5-4. Furthermore, the element and attribute groups defined by Tables 5-3 and 5-5 should also be extendable.

Downgrading to editorial since this change can not be tested unless an (unspecified) extension module actually extends a vocabulary group, and no extension module is required to be supported by a TTML2 content processor.
