Update CSS Writing Mode status and links. #1188

CSS WM Level 3 is now REC [1]. Also check other references for updates.

Links to CSS Basic Box (for reference to height and width) are no longer valid, as it has been replaced by CSS Box, which no longer defines height and width. Need to remove reference entirely and revert to references to CSS2.1, which remains the only normative definition of height and width.
