Use of HDR images. #22

Although we defined tts:lumnanceGain to assist composition of text onto absolute luminance HDR video, we have not added any support for HDR images, which seems like an omission (if we are going to include HDR). In the case of PNG, we should consider recommending the HDR extensions defined in https://w3c.github.io/png-hdr-pq

Due to lack of consensus and timing for ttml2, I am closing and marking for ttml.next. The WG should review this action.
