Per https://github.com/w3c/webcomponents/issues/377#issuecomment-327076086 UI Events needs custom https://dom.spec.whatwg.org/#event-retargeting-steps just like Touch Events does.

@hayatoito do you agree that this is no longer needed given that the DOM Standard handles relatedTarget itself? It seems only touch events needs a hook.
