Given the discussion at TPAC, my understanding is that this is not meant to land?

My understanding is that there will be a change specific to LoAF to support function level binding, and, any tracing use cases beyond this might not be addressed with User Timing extensions?

Right. At least for the time being I'm not planning to pursue this.
