A number of other Self-Sovereign Identity systems utilise a claims registry while the VCWG ecosystem overview only includes an identifier registry.
It is a deliberate decision to limit the complexity of the model. You can build claims registries on top of the data model (there is nothing preventing it, and we expect some people to do it -- on private sites, on public sites, on blockchains, etc.).
If you think that the data model prevents claims registries in any way, that would be a problem. Do you think the data model limits claims registries in any way?
