This PR removes an issue marker noting that the WG is debating mandatory resource integrity entries for JSON-LD Context files.
It is highly unlikely that the WG will come to consensus on making the use of resourceIntegrity for expressing digest values for JSON-LD Contexts mandatory because 1) there are other mechanisms to do so, 2) it creates complexities for selective disclosure, 3) it's unnecessary when using alternative integrity mechanisms (like static application contexts, known good hashes, hashlinks, etc.).
