Add test for invalid decoded proof value prefix. #46

@Wind4Greg you're returning 500 for this when the proofValue prefix is invalid.

@aljones15, I need to get back to work on my implementation! There are a lot of good error checks now in the specs and test suites so I need to update. Thanks for the heads up.
