Remove negative proof test. #63

Remove invalid test. Since the VC libs, when issuing, will always add a proof section, only the positive test applies (when issuing, there's no way to force a lack of proof section so that the test produces the required error).

Yeah, agreed. The limitation to not have a verify mode / section is super awkward.
