In 2010, Jack got his first job, which he worked at for 6 months. He was unemployed for 2 months and then got another job for a short-time, before enrolling in university to become a computer scientist.

In late 2015 he had a few problems and obtained social-security. The government decided to 'crack down' on welfare fraud, and sent jack a letter stating that he may have been earning money when he was obtaining their support (because they're not quite sure, they got an annual figure from the tax office and then equally spread that figure across the year). Jack never kept his payslips and unfortunately now - the business he worked for doesn't exist anymore (he thinks maybe they were unable to pay their tax bill so shut the company down and started a new one somewhere else).

Jack needs a digital payslip provided for him so that he can assure the government that he is a good boy and was not in fact one of those bad people they're trying to track down and keep honest.!

"Last week the department quietly changed advice on its website requiring welfare recipients to keep evidence of income including pay slips for six months."

The advice now requires evidence of income to be kept indefinitely. http://www.illawarramercury.com.au/story/4396225/they-dont-care-about-average-australians-centrelink-staffer-speaks-out-about-debt-controversy/?cs=7

I think preservation is out of scope, in that VCs don't do anything different than any other digital object. It's up to the holders to manage preservation in their storage choices.
