Con: While the document may be relevant to other audiences (as acknowledge within the document itself), the working group feels that removing the word developers from the title will make the document too generic and will overlap with other resources from the Web Accessibility Initiative (WAI).
Pro: Aligning this document with the "Selecting Evaluation Tools" may make it more usable by a broader set of audience. See discussion in ERT WG Minutes of 27 Aug 2014

I suggest removing "Developers'" from the title. While I see that it would be useful for tool developers, I don't see anything that is specific to that audience. Project and product managers, quality assurance staff, compliance officers, application developers, content contributors, and others may equally benefit from this content. It would be a shame if they overlooked this resource because of the title.
