2.1.1. Content Formats: Stylesheets and scripts as separate sub-items of markup resources #74

Suggestion: Provide room for the standalone evaluation of CSS and scripts (style and script formats do not appear any more as an independent (sub-)items in the list of formats).

Rationale: It is ok to say that markup resources should be evaluated taking into account all the related resources. But this should not preclude tools from evaluating standalone style sheets or scripts (this was already commented).

A couple of examples from real tools: detect the use of absolute units in style sheets, detect foreground colours without backgrounds specified, detect potentially inaccessible foreground and background combinations, validate CSS syntax. There are dozens of CSS-specific and JavaScript-specific techniques, some of which can be tested in isolation.
