Add an "Express Regrets" button next to each event on the calendar page and on each event page.
On the event page, if the user is an organizer, show a list of people who have expressed regrets.
3.When starting a meeting with Zakim, autamatically record regrets in the minutes using the data from calendar.

Additional context
An additional enhancement that could build on this feature is to enable users to record an "out of office" time period that would automatically add regrets too all meetings in the time range. This is likely a feature that would be valuable to a much smaller audience -- people with lots of W3C meetings who go out of office long enough to miss more than half a dozen or so events. It would not replace the need for functionality to express regrets for a single event.
