Related artifacts not easily browsed or discoverable. #425

Describe the issue Specific standards and documents go together. This may include Linked Data (RDF, OWL, N-Triples, Turtle, RDF/XML), web document display (XHTML, CSS), XML (XML, XSLT, XQuery, XML Schema), etc. Within these topic areas, primer documents, standard documents, and others can assist new users how in learning about the technology area. The current "Filter by tags" search feature is one way to aggregate results by tag. However, more than a refined search is needed for browsing or discoverability for new users.

Recommended solution Technology areas (e.g., XML, web display, Data) analogous to those represented by the current set of tags should be exposed on the home page as a primary way of organizing the content.

Additional context Previously, a "Linked Data" page provided an overview of the technology area. It then listed links to relevant standards and primer documents. This should be brought back.
