[ED][Media - Automatic Captions] consider moving the page up #70

This page (Automatic Captions) should come right after "Captions" and before "Caption formats" - it is more related to the authoring of captions and extends the "Captions" page conceptually. Also, both these pages end with some format with the captions, so that having the "Caption formats" page after both authoring pages rounds them off nicely (better flow in my opinion).

The survey has a bug in the links to create GitHub issues. This comment is about automatic captions page. I edited the issue and title accordingly.

+1 to moving this page up after the Captions page.
