The inline link "accurate, high-quality caption track" goes back to a prior page and does not seem essential. In previous resources we often received feedback that people get lost and frustrated from circular references. In particular, it is not really evident from the link text where the link goes, and is a candidate for such type of frustrating link. Avoid such links unless they are critical. In that case, please indicate the link destination to help readers determine whether they want to follow the link or not.

+-0 (on the fence about this). The reader could have come directly into this page of the tutorial. This would prompt them to look back at the other page to understand what makes high-quality...

This is what the navigation should do, not the in-page links. But also not the option: drop link or improve the description of where it goes. Right now it seems ambiguous.
