Even though the text says "Most caption-editing tools provide an option to export a plain-text transcript", the prominent "workflow" box seems to ignore that. It seems like transcribing is a different and additional effort that authors need to carry out, whereas it is typically really easy to do once you have the captions (and vice-versa!). I think the page needs further emphasize that transcription and captions are essentially the same thing and have the same quality requirements, only that transcripts are "stripped of all timing, positioning and other markup".
