Reconsider "top" in Top Barriers and Top Needs #105

The current mockup included two sections for 'Top Barriers' and 'Top Needs'. Both sections were fine but the inclusion of 'Top' is problematic as it is not clear what makes them the top barriers or needs.

As per EOWG discussion on 13th November 2020

maybe "Barrier Examples" and "Needs Examples" ?

That front-loads the word order, and doesn't assign any priority to it

Changed to "Barrier Examples" and removed "Needs Examples"
