From COGA requests and explanations for EO:

Change:

Complex navigation mechanisms and page layouts that are difficult to understand and use.

To:

Unfamiliar, complex, or changing navigation mechanisms Page layouts that are difficult to understand and use

Because:

We want to expand beyond “complex” and include “unfamiliar” and “changing.” We also want to separate navigation mechanisms and page layouts into distinct bullets.

"Unfamiliar" is problematic because in its broadest sense it would require all websites to be presented in a familiar way. Internally consistent navigation mechanisms may be more appropriate.

Generally, I am hesitant to separate out too many barriers as this would make this example list extremely long.

Proposed alternative:

Complex or inconsistent navigation mechanisms and page layouts that are difficult to understand and use.
