[ED-LOW ] Explain percentage example from Cognitive and Learning #288

I'm not sure what this example means:

Numerical references such as percentages.

It sounds like people shouldn't present numbers but that's a bit far-fetched. In the other examples given it was easy to see how to correct the barrier but for this one I'm not sure what it's suggesting.
