Update h1 meta data

The h1 meta data in Abilities and Barriers and Tools and Techniques sub pages are missing the section link below the main heading.

See user stories as an example.

@shawna-slh and @iadawn I tried adding this to the metadata in /people-use-web/abilities-barriers-auditory/, but it had no effect in adding the content below the main heading.

  - ref: /people-use-web/abilities-barriers/
    name: nav_title
  - ref: /people-use-web/
    name: nav_title

It is somehow using a different template? Not sure how to diagnose what's happening.

Fixed. Seems that resource trumps parent_in_h1

Reopening because I still need to add this to the Tools pages.
