Current wording: Or people who have difficulty hearing or understanding, or have other disabilities?

Suggested revision: Or people who have difficulty hearing, or understanding, or have other disabilities?

Rationale: current sentence with only one comma runs 'hearing' and 'understanding' together. Adding an earlier comma separates the two difficulties.
