Updated Czech translation according to Changelog.

@shawna-slh I have a question regarding the link to changelog in the frontmatter at the top. Should it be changelog: /videos/standards-and-benefits/changelog/ or changelog: /standards-guidelines/changelog/? The second option would comply with what is currently in content\index.md. Please let me know.

A couple little things:

see the next-to-last link under "Informace o WCAG 2:"
update the date in the frontmatter: after "last_updated". (I'll add that to the top of the changelog :-)
