Acronym/initialism expansion #119

Acronyms/initialisms are frequently used in WAI resources: WCAG, ATAG, W3C, WCAG, WAI, CSS, HTML, etc.

WCAG success criterion 3.1.4 (Level AAA) states "A mechanism for identifying the expanded form or meaning of abbreviations is available."

Issue

In a translation, what to do when an acronym is used?

Example to consider: (see https://github.com/w3c/wai-components/pull/16#discussion_r1362903608)

developed by the <abbr title="World Wide Web Consortium">W3C</abbr> Web Accessibility Initiative (WAI).

Option 1 : Translate the expanded version when possible / Ignore English expanded version / Do not translate the acronym.

Example in French:

développé par l'Initiative pour l'accessibilité du Web (WAI) du <abbr lang="en" title="World Wide Web Consortium">W3C</abbr>.

Option 2 : Translate the expanded version when possible / Add English expanded version as inline text / Do not translate the acronym

Example in French:

développé par l'Initiative pour l'accessibilité du Web (<span lang="en">Web Accessibility Initiative WAI</span>) du <abbr lang="en" title=" World Wide Web Consortium">W3C</abbr>.

Option 3 : Translate the expanded version when possible / Add English expanded version in a <abbr> title attribute / Do not translate the acronym

Example in French:

développé par l'Initiative pour l'accessibilité du Web (<abbr lang="en" title="Web Accessibility Initiative">WAI</abbr>) du <abbr lang="en" title=" World Wide Web Consortium">W3C</abbr>.
