[translations] linking offsite? #176

In WCAG 2 Translations we do link off site.

For All WAI Translations consider if we will only link to W3C pages (e.g., to list an unofficial translations, will have to have it on our site), or also offsite for WCAG unofficial translations? Then, update the listing accordingly.

@shawna-slh I think it is ok to link offsite for WCAG unofficial translations.
