Languages/Translations under secondary navigation ? #26

List of all languages for a page is at the top right. Do we also want the list of languages for a page in the left column after secondary navigation, as in mockup? Or, is it potentially more confusing than helpful to have the list of languages in two places?

Status: We are going forward with languages/translations under the secondary navigation, in addition to top right. We are open to re-visiting decision if warranted.
