Review build and commit process #16

Currently a manually triggered git hub action in w3c/coga builds and pushes to the repo, including a checkin.

This may not be a good fit for general site workflows which are basically "pull". Consider using submodules? Or whatever main site eventually uses

Discuss with @shawna-slh as part of generate site discussions

Use "publish" branch for wai-website inclusion rather than default
