This preview includes the latest sidebar code AND the new ToC page

Notes

• No sticky or hideable for now. But can be done
• Moving in DOM means sidebar is now in Tab order before the content
• I coded solutions to easily generate the sidebar sections and the related info sections
• With a little work the side bar can be used in other the new supporting documents

To fix:

• [x] Bullets missing from objectives on "All items"
• [ ] Indenting on side bar?
• [x] fix "all" link in top nav and remove "WCAG"
• [x] nav in side bar to be just "Next" and "Prev"
• [ ] need a skip links top left
