search scope & options #140

We need to make it clear what the search includes and what it doesn't (e.g., not WCAG itself)-- and provide ways to search broader -- e.g., /TR/

For now quick-n-dirty, I just put one sentence and links to search with "site:..." filled out.

We need a more elegant solution.

We can add anything to the search we want – theoretically :-) I don’t think having WCAG itself in there would be very helpful because WCAG affects everything that we do. We might, however, look into how we can leverage the data of the quickref at some point.
