[low-medium priority] Suite (left) Nav #142

Understand current implementation and issues. Then explore options.

(e.g., Instead of left nav with "audiences" and "overview", just one that is "Get Resources for...")

Also, for some it makes sense to have previous-next; but not for others.

It’s possible to disable prev/next buttons by specifying it in the collection of the _config.yml file (Example: https://github.com/w3c/wai-audiences/blob/ebd9c67c83955eb46cb5837c6a0de3f122d604df/_config.yml#L46).
