[home page] Size & positioning of blocks & topics #96

I currently see several tiers of blocks/panels, showcasing various resources, before news and announcements, or even getting a hint that news and announcements are further down the page. Can the size of the blocks/panels be made shallower? Or the news and announcements start higher up on the page, perhaps adjacent to featured resources?

I think the news teasers are where people would search for them. I think we could add a link to the service navigation on top, saying News, but I leave that to IA.

(Also we will test the visibility of it in the Usability testing.)

@aliciafrausto That would work for me. Can you add that design to Zeplin so I can get to the icon and whatever else I need :-) Thanks!

Thanks tons for thinking of options, and mocking them up so we can see 'em!

I'm a little hesitant to just have one news item there. Often the "latest news" is not something we want to particularly want to highlight, e.g., an updated Working Draft. But maybe with some tweaking it will work well.

I suggest we leave it as is for the usability testing -- no last minute changes :-)

As Charlotte said, we can do more testing on the home page.
