[ ] bring old news into new design. (@yatil - let's see if a volunteer or new staff wants to do that)

If it will be a while before above gets done, then for now for

[x] leave it intact for now. don't redirect until there is another page with all news (https://github.com/w3c/wai-website/issues/96)
[ ] add big clear banner at top with link to new page for News since 2018
[ ] also add h2 "Archive 2018 and beyond" with the same info because people might miss the banner. :-)
