Goal here is to better align the presentation of this page with the new WCAG Translations page. Not a total redesign.

Key changes:

H3s are used to better differentiate sections: "Resources" - "Standards/Guidelines" - "Video Subtitles"
"Authorized"/"Unofficial" label is added next to translations of standards.
List of Standards Translations is now stored in https://github.com/w3c/wai-website-data/blob/master/standards-translations.yml, no more in the page frontmatter. Resolves https://github.com/w3c/wai-translations/issues/176
"Subtitles-only" translations are manually listed in the frontmatter. Video subtitles are not included in the listing if the related page is translated.

@remibetin What about changing "Comment les personnes handicapées utilisent le web" and such to a heading instead of a nested DL?
