In-section navigation very hard to discover when text is zoomed #397

Hi EOWG! The WAI Tutorials are awesome, but I have just found an issue, which affected me. When I had the text zoomed to such a degree that the side navigation column disappears, I was unable to work out how to navigate around the Tutorials themselves. This is because the side navigation column gets collapsed into a button that is some way above the actual page content, in the header.

I didn't think to look back up in the header of the WAI site as a whole to find the navigation for the Tutorials section.

BTW I think that w3c/wai-tutorials#582 would help a lot here, but I'm not sure it'd be sufficient (whilst I was looking at the root tutorials page, this issue applies to all of them). I think the collapsed navigation for the Tutorials section of the WAI site should be closer to the content of the Tutorials pages. Though I realise there's a challenge here, as that side navigation column contains both high-level WAI, and more specific Tutorials, links.

Hi @matatk - I see how that placement of the collapsed menu could be hard to find. Unfortunately that functionality is not part of the Tutorials specifically but rather a template-wide pattern. Perhaps this is something to be addressed across the WAI site @iadawn?
