I'm indifferent. It's not an ARIA WG deliverable, and doesn't really add anything to the accessibility field, though it helps avoid problems when attempting to increase accessibility of HTML via ARIA. OTOH content authors and possibly user agent developers working on ARIA in HTML would be well advised to follow this, so if putting it in an additional TR category helps that, I don't object.
