Shouldn't the link text be the bold text next to the URL instead of the link text being the URL? Screen reader and other assistive technology users will be confused and unsure where the links are going if they read the URL text instead of saying the page name.
Similar link issues are found in three different sections of the page.

While reading the "Referencing and Linking to WAI Guidelines and Technical Documents" Page ( https://www.w3.org/WAI/standards-guidelines/linking/ ), I noticed that the link's text was a URL.
