update acknowledgments page and fix links #468

In footer, ack goes to old page https://www.w3.org/WAI/ER/tools/acknowledgements

I don't know that a new ack page was created. @iadawn ?

I think @brianelton or @kakinney can create a new ack page -- from the info in the footer.

Probably you can use the same ack page for the tools list itself and the selecting page?

Note that the ack page should have a section at the top for current version, and keep the info for the old version. e.g., https://www.w3.org/WAI/test-evaluate/easy-checks/acknowledgements/

@shawna-slh I added an issue to the overview page to add an ack page that would serve for the select and list pages as well. https://github.com/w3c/wai-eval-tools-overview/issues/18
