Rationale: Reduce barriers for people who rely on transcripts for understanding relevant details about the context of what is being said.

I am not sure what this issue relates to. Could you provide an example use case for this?

The use case is when the speech of a person or character in the scene is in a different .

For example: a video where 3 characters are speaking English in a scene, but then one leans to the other and says something in Spanish. All the captions might be in English, but the phrase spoken in Spanish would be preceded by [in Spanish] in the captions.
