Updating subjective applicability. Including examples and new optiona… #555

Including most recently discussed updates to the applicability section.

  1. Changed objectivity requirement to should instead of must.
  2. Added several subjective applicability examples, including one "what not to do" example.
  3. Added the optional Applicability Type Designation section.

I have a secondary PR for adding the subjectivity type to the expectation and the glossary on my own fork if you would like to see it: https://github.com/tbostic32/wcag-act/pull/1. Once this PR is merged I will make a PR for that branch into the W3C/wcag-act main.
