I need the HTML that should be output, and URIs to script and style libraries that need to be added.

For Techniques index page:

URI: techniques/index.html

You already have the expand-collapse functionality on the Techniques About page -- for the Change Log and Acknowledgements h2s near the end of the page. I guess that gives you most of the code you need?

For the index page, please add:

• [ ] expand-collapse for each h2
• [ ] the [Expand All] [Collapse All] buttons right before the first section, and right after the last section

I'm not sure what the question to me is so removing that label. Looking at this, it's difficult for me to tell you how difficult this will be to do, without spending time just to figure that out. Therefore I'm marking this as more difficult and I recommend not including in the immediate release target.
