parallelism issue #2529

"While there will be no normative guidance for stand-alone user agents or authoring tools, WCAG 3 may include guidelines for embedded user agents and authoring tools such as an online video player built with JavaScript and HTML, or online blogging service." has a parallelism problem. I'm not sure how best to fix it, so I'm filing this as an issue rather than a PR.
