SHould G223 point to Focus Appearance? #3967

During a call on orphan techniques, we identifed G223. Suspect it was pointing at the enhance version of Focus Appearacne which no longer exists. Is there any value having it referenced for AAA Focus Appearance?

might as well delete it, as it covers the exact same ground as https://www.w3.org/WAI/WCAG22/Techniques/general/G195 - just with higher contrast ratios, I think
