Broken link on SC 1.3.5 #4010

Near the top of the page SC 1.3.5: Identify Input Purpose (Level AA) there's a link in the first bullet "Input Purposes for user interface components section" which doesn't work, as it points to a nonexistent anchor. The link should go to https://www.w3.org/TR/WCAG21/#input-purposes

This is 2.1-specific and will be resolved when 2.1 docs are rebuilt after #4007 is merged.
