In the current published version of the Understanding document for 1.4.11, the same sentence begins and ends the last paragraph in the Active User Interface Components section:
Regardless of the whether or not there is a visible indication of the hit area for the button, the focus indicator for the component must have sufficient contrast when the component is focused.
