I was wondering if there is any known scenario of multi-licensing annotations, I think it could be ambiguous to have more than one licence for a resource. Wouldn't be better to limit the rights to a single licence or it is too restrictive?

From the spec, an Annotation, a Body or a Target might have each multiple licences.
"There may be at exactly 0 or more rights statements or licenses linked from each resource, and the value must be an IRI."
